With an extension of 39.6 kilometers, the Regiotram de Occidente would be rolling between Facatativa and the center of Bogota in 2023, according to the latest schedule set by the Government of Cundinamarca.

This initiative, which has been working since 2013 and which had been proposed as a public-private partnership (PPP), will now be awarded under the concession modality.

As announced last Tuesday, the chosen contractor will be responsible for the entire project, from the pre-construction stage, to the operation, maintenance and permanent revision of the infrastructure, for a term of 20 years, as it is known preliminary.

The investment of the work is valued at $ 2.1 trillion and the future validity that had been previously approved is guaranteed for ten years, “in which during the first four years the department will make the greatest financial effort and then it will correspond to the Nation “Explained Jorge Emilio Rey, governor of Cundinamarca.

According to the approved financial model, the department will be responsible for 30% of the debt and the Nation for 70%.

The project is currently finalizing the stage of technical, legal and financial structuring, and it is expected that the pre-proposals will be published in June.

Then, in July, the definitive sheets would be released; in October the receipt of offers from the interested companies would start and the award would be made in November. In December the contract would be signed and, thus, construction would begin in 2020.

In summary, the evaluation of the bidders and the contracting process must be accomplished in eight months.

“It is important to explain that, unlike the Bogotá Metro project, for example, we do not contemplate receiving resources from multilateral banks and, therefore, we can simply apply a classic legal scheme of law 80 as a concession. What allows the market to get involved more quickly, “said Andrés Trujillo, manager of the Regional Railway Company of Cundinamarca, in dialogue with Portafolio.

In addition, he added that the property management of the project amounts to 97% and only in one sector of Facatativa and another near Corferias in Bogota, land must be purchased, although he did not specify how many.

The above is possible because the project proposes to take advantage of the existing railroads, that is, the layout is exactly the same but the old rails will be replaced, and another corridor will be made to operate in both directions simultaneously. In addition, 11 bridges will be built, 17 stations, two courtyards and a workshop will be built.

The cost of civil works, property management and auditing is estimated at almost $ 1.5 billion.

Only one kilometer stretch will be built from zero, corresponding to the connection to the Bogotá Metro station on Calle 26, which will probably have to wait more than a year to be used, since the Regiotram would start operating before the Subway.

It should be noted that the project that will be executed has undergone modifications, since in 2014 there was also talk of building a branch that would connect the main corridor with the El Dorado I Airport, another branch to reach El Dorado II planned to rise between Madrid and Facatativa, and another arm that would reach Soacha. In addition, there were 19 stations.

In the case of Soacha, according to Trujillo, in a 2017 Conpes document it was proposed that Transmilenio would be extended to that municipality. In addition, he noted that the El Dorado II branch is contemplated for a second phase.

900 PEOPLE WILL BE MOVED BY TRAJECT

According to the Mobility Secretariat of Bogotá, every hour enter the city, on 13th street, around 250 inter-municipal buses of short-distance routes, originating from neighboring municipalities. The above corresponds to about 5,700 passengers.

According to Andrés Trujillo, manager of the Regional Railway Company of Cundinamarca, during the rush hour trains of 100 meters in length will be used, with capacity to transport about 900 people per service.

However, it should be clarified that the routes would also come from the intermediate municipalities with different frequencies.
